Happiness and Motivation

We touched on the ‘power of happiness’ a couple of years ago in an article looking at the dramatic improvement in the performance of the Australian cricket team caused by the change from a coach focused on ‘driving individual performance’ to one focused on ‘creating a performing team’, that improvement in performance continues to the present time (see The Power of Happiness). This post takes a wider look at the way happiness (and unhappiness) affect both the people working in an organisation and the organisation itself.

Everyone wants a motivated and productive workforce, there seems to be a direct link between worker satisfaction, motivation and performance – a happy workplace tends to be a productive workplace; and there is definite evidence that unhappy and de-motivated workers are less productive. What is less clear is does motivation generate happiness or are happy people more inclined to be motivated and productive?

Looking at the negatives first, a 2010 survey by the Australian Institute of Management, of more than 3,000 business people revealed that negativity, apathy and disillusionment are present in the executive ranks of many Australian organisations:

  • 40% of respondents surveyed did not feel appreciated by their employer.
  • 20% of participants expressed negative sentiments about working at their current organisation.
  • Almost one in three of those surveyed criticised the workplace culture of their organisation.
  • 34% of respondents admitted they could be putting more effort into their current role.
  • 33% of those we surveyed said they are considering leaving their employer.

Surveys in the USA have shown similar trends with up to one third of the workforce disengaged or actively working against the interests of their employer, and nothing much seems to have changed in the period since the surveys.

One of the largest employer’s world-wide is the UK Civil Service headquartered in Whitehall London. The wellbeing of its workforce has been studied over many years, starting in 1967, with the findings published in the ‘Whitehall Studies’ (see: http://www.ucl.ac.uk/WhitehallII). The focus of these studies is the health of the Civil Service workforce, but there are strong links between wellbeing and motivation.

The Whitehall Studies and similar studies in Europe and Australasia show a clear relationship between position in the social hierarchy and mortality. This social gradient is present for most of the major causes of death, and has dispelled two myths. The first is that people in high status jobs have higher risks of heart disease. The second is that the gradient of health in industrialised societies is simply a matter of poor health for the disadvantaged and good health for everyone else. This aspect of heath outcomes is important, but outside of the control of any manager.

Whilst most managers within organisations cannot do much about the external factors affecting health and wellbeing (although good employers do a lot in this area) they can have a major influence on the work environment which is the other major factor in the overall wellbeing of all employees. The studies conclusively demonstrate that a motivated, happy, workplace is more productive and has better health outcomes than an unhappy one.

Within this aspect of wellbeing, the key finding from the Whitehall studies is that stress at work is the number one cause of lost time, but understanding ‘stress’ so it can be managed is not straightforward. Conventional wisdom has it that a stressful job is one characterised by a high degree of pressure and responsibility. New research, to which Whitehall II contributed, shows that negative stress at work tends to result from an imbalance between the psychological demands of work on the one hand and the person’s degree of control over the work on the other. The combination of high demand and low control generates stress leading to measurable increases in illness; with low control being especially important. ‘Figure 2’ below taken from Whitehall II clearly shows people in jobs characterised by low control have higher rates of sickness.

High demand on its own appears to be far less damaging – for many people a ‘stretch assignment’ or new challenge may be demanding but the ‘positive stress’ associated with tacking the challenge by using skills, including opportunity for developing skills, if managed correctly is a stimulus to enhanced performance.

The other antidote to negative stress is the team environment. Working with supportive colleagues and managers improves health and reduces sickness as shown in ‘Figure 3’ below:

Another controllable factor is the balance between effort and reward. High effort in the work place is a desirable quality. The Whitehall findings demonstrate that high effort must be matched by appropriate rewards. The way work is organised and the climate of feedback in the workplace all potentially affect each of the three crucial aspects of rewards; self-esteem, status and income (I will discuss rewards in the next post).

 

Creating a happy, committed, high performance team.

The Whitehall II study focused on illness and the negatives in a workplace, the place I want to finish the post is on the positives of creating a happy and productive workplace.

As a starting point, almost all of the negative influences on health defined in the Whitehall reports are juxtaposed to well established motivational theories – provide people with the right motivation and you eliminate most of the problems defined above.  The evolution of these theories has been outlined in our post The Evolution of Motivation and the various xxx are defined in our White Paper WP1048 – Motivation.

The key is designing the work so that everyone in the team experiences:

  1. Job satisfaction
  2. Good relationship with co-workers
  3. Good relationship with their manager
  4. New and interesting challenges
  5. Feeling valued by the organisation.

Once these elements are in place, the key challenge is allowing people to enjoy working. In this respect setting hard targets can be counterproductive!  A target is a predetermined level of performance that people are expected to achieve, the problem is if people have the know-how to achieve the target, there is little motivation to surpass the target. But if they do not have the know-how to achieve the target, they are left with two options: distort or game the system.  Goals may cause systematic problems in organisations due leading to unethical behaviour, increased risk taking, decreased cooperation, and decreased intrinsic motivation. As the ongoing banking crisis has demonstrated, aggressive goal setting within an organization will foster an organisational climate ripe for unethical behaviour (see more on this in: The normalisation of deviant behaviours).

Shift from ‘management setting targets’ to a process of challenging everyone to help move the organisation from where it is now to where it needs to be and you encourage the achievement of the best possible outcome.

–  Challenge people and teams to improve the way work is done by redesigning their work methods.
–  Challenge them to develop systems that provide clear business value.
–  Challenge them to devise an architecture that will meet future growth projections.
–  Challenge them to create new products that will be successful in the marketplace.

Challenges empower people; they provide the opportunity for autonomy and mastery in pursuit of a clear purpose (all strong intrinsic motivators).  Then all that is needed is for leaders to respect and acknowledge the individuals in their team, provide support and protection to the team, and importantly to celebrate the successes of the team (see The Power of Happiness). But remember, leadership is not a position description – see more on the attributes of a leader.

The challenge for a leader is to create the environment for happiness to flourish, a supportive and successful team. After that it is largely up to each individual to decide to enjoy the opportunity to ‘be happy’!  To an extent the multitude of self-help advice on the subject is correct, each person decides if they wish to be happy of miserable. The good new is happiness tends to be contagious, in the right environment it only takes one or two happy souls to start the ball rolling and over a relatively short period of time most people will ‘learn to be happy’.  For the few who insist on spreading negativity and unhappiness, remember another trait of high performance leaders is “getting the right people on the bus, [and the] the wrong people off the bus “ (Jim Collins – Good to Great).

 

In summary – a well led, motivated team will be a happy team and happy teams are productive teams.  They are great to lead and great to be part of!   The alternative is the type of problems identified in the Whitehall studies.  The challenge is creating the culture change needed to allow people to enjoy working on your team – it may not be easy, but it is worth the effort.

Governance and the Magna Carta

On the 15th June 1215 the Magna Carta (Latin for “the Great Charter”), was sealed by King John of England at Runnymede, near Windsor. Drafted by the Archbishop of Canterbury to make peace between the unpopular King and a group of rebel barons, it promised the protection of church rights, protection for the barons from illegal imprisonment, access to swift justice, and limitations on feudal payments to the Crown, to be implemented through a council of 25 barons.

Unfortunately, neither side stood behind their commitments, leading to civil war with the rebel barons receiving active support from France. After John’s death, the regency government of his young son, Henry III, reissued the document in 1216, stripped of some of its more radical content, and at the end of the civil war in 1217 it formed part of the peace treaty agreed at Lambeth, where the document acquired the name Magna Carta.

The 1297 version of Magna Carta

Short of funds, Henry reissued the charter again in 1225 in exchange for a grant of new taxes; and his son, Edward I, repeated the exercise in 1297, this time confirming it as part of England’s statute law. But as important as this document is in English history, it was not ‘unique’ – the Magna Carta is based on a long Anglo-Saxon tradition of governance.

The 1215 Magna Carter was based on The Charter of Liberties, proclaimed by Henry I a century earlier. Henry I was King of England from 1100 to 1135; he was the fourth son of William the Conqueror and came to the throne on the death of his bother in a hunting accident. The Charter of Liberties issued upon his accession to the throne in 1100, and was designed to counteract many of the excesses of his bother William II and shore up support for Henry.  Among other things the Charter of Liberties restored the law of Edward the Confessor one of the last Anglo-Saxon kings of England.

Anglo-Saxon law itself has a long history; the Textus Roffensis currently held in the archives at Rochester, Kent, documents Anglo-Saxon laws from the 7th Century. These laws and practices suggest the rights of individuals were fairly well protected and the King was responsible for governing within the law (see: Arbitration has a long history).

The Norman Conquest of 1066 brought a more imperial style of governing that flowed from the Roman Emperors (post Julius Cesar), based on ‘the divine right of kings’ and a feudal system that placed the King at the top of a hierarchy of power based on the control of land – the King owned all of the land and granted it to Barons in return for allegiance and taxes.  The only limitation on the King’s power was the willingness of his barons to accept the King’s rule and if they did not, rebellion was their only option. This type of ‘absolute’ power was wound back a little by the Magna Carta which guaranteed the rights of Nobles and the Church but did little for ordinary people.

However, during the course of its repeated ‘re-issuing’ the Magna Carta did pave the way for Parliamentary government and stood as a powerful counter to attempts by monarchs to assert the divine right of Kings as late at the 17th Century. By the end of the 17th century, England’s constitution was seen as a social contract, based on documents such as Magna Carta, the Petition of Right, and the Bill of Rights. These concepts were taken to the Americas by the early colonists and formed part of the underpinnings of the USA constitution.

The governance message from the Mana Carta is the need for the ‘governor’ to respect the rights of the people being governed. The closer a governor gets to absolute power the greater the tendency to despotism and corruption. Effective governance systems balance the needs and rights of the governor and the governed, operate within an open framework, incorporate checks and balances, and adapt to changing circumstances. ‘Absolute systems’ are almost incapable of changing progressively, the usual course is the governors apply more and more coercion to stay ‘in power’ until eventually the whole system is destroyed by revolution or catastrophe; damaging everyone.

Following Magna Carta, the English constitution evolved and adapted to change and certainly since the restoration of the Monarchy after the English Civil War and Commonwealth of Oliver Cromwell has been designed to adapt and change. Corporate and organisational governance has followed a similar trend and evolved from its inception in the early 17th century into its modern form (see: The origins of governance).

However, whilst the concept of governance has been evolving and the purpose of good governance is to balance the needs and expectations of all stakeholders to the common good, governance failures remain commonplace.  Our last blog post Governance and stakeholders highlighted three recent governance failures; the discussion on FIFA in particular highlighting the danger of concentrating nearly absolute power in the hands of one person.

There are some interesting parallels, eight hundred years ago on the banks of the Thames an embattled King John met the English barons who had backed his failed war against the French and were seeking to limit his powers. The sealing of the Magna Carta, symbolically at least, established a new relationship between the king and his subjects. Eight days ago, Sepp Blatter met his advisors near the banks of Lake Genève and sealed his fate by announcing his resignation from FIFA. If FIFA survives, it is highly likely the powers of his successor will be similarly limited by a new ‘charter’.

The bigger question though, is how can these excesses be avoided in future? History tells us that transparency and good information is one of the keys to avoiding excess, as is making the ‘governors’ accountable to the governed.  Another is the affected stakeholders being willing to assert their rights before a situation gets out of hand and more desperate measures become necessary.

On two separate occasions I’ve been lucky enough to see one of the four remaining copies of the original Magna Carter, once at Lincoln in the UK, and once as part of an exhibition in Canberra. As we reflect on this document and its 800 year history its worth considering its key message, that good governance requires both limits on power and for the governors to consider the interests of their stakeholders; if these two elements are present, the likelihood of governance failure is going to be significantly reduced. This is equally true for national governments, organisational governance and the governing of projects, programs and portfolios.

Certainly, as far as the governing of projects, programs and portfolios is concerned, both the EVA18 Project Controls Conference in England and our local Project Governance and Controls Symposium are organised by people who believe one of the keys to good governance is having open, effective and robust reporting system in place that deliver accurate information to all relevant stakeholders. The challenge we face is persuading more organisations to invest in this key underpinning of good governance – hopefully we won’t have to wait another 800 years…

Governance and stakeholders

Both stakeholder theory and the modern concept of organisational governance place importance on the organisation fulfilling the needs of all of its stakeholders. The older, generally discredited ‘stockholder’ theory suggested the primary purpose of an organisation was to maximise value for its owners – generally interpreted by those in power as looking after the short-term interests of ‘those in power’ or the few with a direct investment in the organisation.

Three on-going sagas demonstrate the fallacy of taking a short term ‘stockholder’ approach to creating value.

1. The FIFA Crisis: Ignoring the alleged criminality of many of the key actors, my view is the biggest ‘governance failure’ in FIFA for the last decade or more has been the perceived method of allocating development funds to national soccer authorities. The perception is that most of these funds were distributed at the behest of Sepp Blatter, and therefore if the associations wanted to keep on receiving their development funding they needed to vote for Blatter.

There is nothing wrong with funding the development of the game – it is one of FIFA’s primary objectives. The governance breakdown was in the lack of a robust and transparent process for allocating the money to soccer associations that could make the most beneficial use of the funds and requiring accountability for the expenditure. The $billions in largely unaccounted largess distributed on a less than transparent basis is I suspect the root cause of much of the evil besetting FIFA at the present time.

Its too early to determine the damage to both FIFA and the game of soccer (football) from the breakdown in governance but one thing is already very clear, the big loser over the last decade has been the game, its players and its supporters – ultimately the stakeholders who really matter.

2. The on-going Banking Crisis: The focus of banks on employing and rewarding greedy people focused on maximising their bonuses at the expense of the Banks customers and shareholders lead to the financial crisis and a series of other failures, reviews and prosecutions in the USA, UK and Australia at least.

In Australia, the governance failure was senior managers and the Board’s Directors putting short-term profits ahead of the long term development of the bank. Front line sales people were paid to sell inappropriate products to clients – they do not get bonuses for not selling product even if it is in the best interest of the client. Middle managers were paid to ignore potential problems – their KPIs and bonuses were driven by the sales volumes of their staff, etc.

The banks and their stockholders did very well for a while, now many of the problems created by this governance and cultural failure are starting to emerge, the short term stock speculators are taking their profits and dumping bank stocks. Trust in the banking system is at an all time low (financial advisers are deemed less trustworthy then politicians). Very few of the stakeholders in the baking industry, including employees, long term investors, clients or governments are on the ‘winning side’. I’m waiting to see what game changing ‘disruptive innovation’ emerges – anyone offering a viable alternative to the banks has a once-in-a-lifetime window of opportunity to start up in a market looking for a viable alternative to ‘big banks’.

3. The on-going Child Abuse Crisis: The Australian Government’s Royal Commission into child abuse continues to uncover major breakdowns in governance in a vast range of organisations. The thing I find most upsetting is the abject failure of the leadership in most of these organisations to uphold the values of the organisation. Abuse was ignored, covered up, secret payments made to ‘settle complaints’, etc. The focus of the various churches, school and other institutional leaders was always a short term attempt to protect the institution from ‘bad publicity’. Hide the perpetrators of the evil and diminish the claims of the abused children (causing even more distress and harm).

The long term damage this short-sighted policy of ‘cover-up’ and ‘look-the-other-way’ will cause to the churches in particular has yet to emerge but I suspect there will be massive consequences that damage both the institution and the people the institutions serve, their congregations.

Summary

In each of these cases, the governance failure started at the very top of the organisation, the Executive Committee, Directors, and Bishops failed to develop a culture focused on achieving good outcomes for all of the respective organisation’s stakeholders and allowed corrupt cultures to develop focused on advantaging a very select group of ‘stockholders’. The resulting crises will be causing damage to the organisations and their stakeholders for decades to come. Unfortunately in the vast majority of cases the people responsible for the breakdown of governance in their organisation are still hanging on to their jobs and pretending the failures are the fault of people lower down the organisational hierarchy.

Avoiding this type of problem is not easy but it starts with the governing bodies recognising that they, and they alone, can set the cultural and ethical tone for an organisation. The functions of governance outlined in our White Paper may seem soft and fuzzy concepts but if they are not implemented effectively and rigorously the next crisis will only be a matter of time. Long term success can only be assured by governing for all stakeholders, which in turn requires an ethical framework and a culture that demands transparency and accountability (as well as technical excellence) from everyone working in the organisations hierarchy.

PMI PDU Update

PMI is updating is Continuing Certification Requirements (CCR) to reflect the needs of employers, which will result in a revision to the way Professional Development Units (PDUs) can be earned and accumulated.

This change is independent of and separate from the changes to the PMP examination structure and content scheduled for the 1st November 2015. For more on the changes to the PMP examination see: /2015/08/01/pmp-exam-is-changing-on-1st-nov-2015/

The total number of PDUs required to retain your PMI credential are not changing but the proportion of PDUs required from different categories will change on the 1 December 2015.  PDUs earned before this date accrue on the current basis, after the 1st December the new requirements based on the ‘PMI Talent Triangle’ will apply.

The ‘PMI Talent Triangle’

The ‘PMI Talent Triangle’ is an employer-identified combination of technical, leadership, and strategic and business management expertise, and outlines the three skill areas employers need. They are as follows:

Technical Project Management: Knowledge, skills and behaviours related to specific domains of Project, Program and Portfolio Management. Education options in this skills domain include courses on: Advanced project management, Techniques to improve your WBS, How to gather and document requirements, Risk management for your portfolio, etc.

Leadership: Knowledge, skills and behaviours specific to leadership-oriented skills that help an organization achieve its business goals. Education options in this skills domain include courses on: Negotiation, Communication, Motivation, Problem solving, Conflict resolution, etc.

Strategic and Business Management: Knowledge of and expertise in the industry or organisation that you work in, that enhances performance and better delivers business outcomes. Education options in this skills domain include courses on: Product knowledge, Industry knowledge, Business acumen, Innovation strategy alignment, Market strategy alignment, Finance, Marketing, etc.

CCR Updates

The overall framework of the CCR program remains the same. You will continue to earn PDUs in the categories of Education and Giving Back and the total number of PDUs required in any three year cycle remains unchanged. PMP and other ‘professional’ credential holders (PgMP, PfMP and PMI–PBA) still require 60 PDUs; other credential holders PMI-SP PMI–ACP and PMI–RMP still require 30 PDUs. And the activities that can earn PDUs remain the same.

However, from the 1st December 2015 the following minimum and maximum requirements will apply for the PMP credential and other credentials requiring 60 PDUs in a 3 year cycle (and in brackets the PMI-SP and other credentials requiring 30 PDUs in a 3 year cycle).

Education:

The minimum number of PDUs required to be earned by participating in educational activities is increased to 35 (18), and there are now also minimum requirements in each of the three talent triangle skill sets:

  • Technical Project Management: a minimum of 8 (4) PDUs are required to be earned participating in education focused on acquiring knowledge, skills and behaviours related to specific domains of Project, Program and Portfolio Management. (eg, earned value training, scheduling training).
  • Leadership, a minimum of 8 (4) PDUs are required to be earned participating in education focused on acquiring knowledge, skills and behaviours specific to leadership-oriented, cross-cutting skills that help an organization achieve its business goals. (eg, team leadership training, stakeholder communication training).
  • Strategic and Business Management, a minimum of 8 PDUs (4) are required to be earned participating in education focused on acquiring knowledge of and expertise in the industry or organisation that you work in, that enhances performance and better delivers business outcomes. (eg, corporate stakeholder engagement training, safety training).

Provided you earn a minimum of 8 PDUs in each of the three categories, there is no maximum in this category, all 60 (30) PDUs can be earned through education activities including up to 44 (22) PDUs in just one of the three skill sets.

The education category includes ‘self directed learning’ these are activities which are individualised learning events involving personally conducted research or study such as:

  • reading articles, books, or instructional manuals;
  • watching videos, using interactive CD-ROMs, podcasts, or other source material;
  • having formal discussions with colleagues, coworkers, clients, or consultants;
  • being coached or mentored by a colleague, coworker or consultant.

The maximum number of PDUs that can be earned by self directed learning are defined in the relevant credential handbook (PMP = 30, PMI-SP = 15).

Giving back:

The maximum number of PDUs you can earn in this category has been reduced to 25 (12) PDUs. The three elements of ‘giving back’ are Volunteering, Creating Knowledge and Working as a Professional. The maximum number of PDUs allowed against each of these categories are:

  • Volunteering: all 25 (12) PDUs can be earned by volunteering.
  • Creating Knowledge: all 25 (12) PDUs can be earned by ‘creating knowledge’.
  • Working as a Professional: a maximum of 8 (4) PDUs can be earned by ‘working as a professional.

Note: PDUs earned in excess of the maximum 25 (12) in this category are simply not counted.

Summary

From the 1st December 2015, your plan to accrue sufficient PDUs to retain your credential has to take into account the need to earn a minimum of 8 (4) PDUs in each of the three skill sets defined in the PMI Talent Triangle. You also need to remember that the maximum number of PDUs available for ‘working as a professional’ is reduced to 8 (4) and these form part of the overall maximum of 25 (12) PDUs that are available under the ‘giving back’ category.

Training providers (particularly PMI R.E.P.s) will progressively update their course information to allocate PDUs against the three elements of the PMI Talent Triangle.

These changes only apply to credential holders wanting to use the PMI CCR system to maintain their credential (and therefore stay on the PMI list of current credential holders) by accruing PDUs.  The training requirements to be eligible to apply to sit a PMI examination are not affected.
